Annual Leave – • USPS Non-Exempt employees who have less than 6 months of service, or who have not attained regular (permanent) status are not eligible for payment of Annual Leave. • USPS Non-Exempt employees who have attained regular status. Are eligible for payment for up to 240 hours of Annual Leave. Annual leave shall be granted as follows: (1) Employees who earn thirteen (13) days annual leave per year shall be granted up to ten (10) days of continuous annual leave during the choice per- iod. The number of days of annual leave, not to ex- ceed ten (10), shall be at the option of the em- ployee. 512.634 Processing Annual Leave Exchange Options. Open season for the annual leave exchange program runs from November 15 to December 15 each year. Eligible employees are notified of the election before the open season. The exchange is effective the first full pay period of the new leave year.

If you are a full-time or part-time regular career EAS (non-bargaining unit) employee, you have the option of exchanging for cash up to 128 hours of the annual leave that you will earn during the next leave year. To be eligible, you must have an annual leave balance of 160 hours at the end of the current leave year.
The Annual Leave Exchange (ALE) Program provides an option for eligible career employees to receive a lump sum payment in exchange for a portion of the annual leave that would otherwise be advanced at the beginning of the 2018 leave year. Annual leave that has been earned and accumulated during the 2017 leave year, which ends January 5, 2018, cannot be exchanged for cash.Exchanging next year’s annual leave for cash is strictly a voluntary action. The exchange option is not intended to discourage an employee’s use of annual leave. Any leave exchanged will not be available for use in the 2018 leave year.
